"mygov" is the digital platform comprising of the website internet information resource “www.mygov.az” and “mygov” mobile application (hereinafter collectively referred as “mygov” or “Portal”), managed by the Innovation and Digital Development Agency (hereinafter - the Agency) under the Ministry of Digital Development and Transport of the Republic of Azerbaijan (hereinafter - the Ministry). Current Privacy Policy, in the manner established by the law, serves to define the collection, use, disclosure and processing order of the information (data) obtained through "mygov" while centralized provision of the electronic services of state institutions, the process of requesting information about relevant documents from the information systems and resources (databases, information-search systems, registers and other information resources) integrated.
Within the framework of current Privacy Policy, Portal participants shall mean state and non-state institutions whose information systems and resources are integrated to the portal, providing their electronic services through this portal and participating in data exchange with other information systems and resources connected to the portal.
Within the framework of the current Privacy Policy, the term "electronic cabinet" shall mean individual digital account accessed through the identification of the Unified Login System, serving to get acquainted with your personal information (data) and be informed on use of such data (documents) (except for the cases defined by the normative legal acts of the Republic of Azerbaijan), granting an access to and amendment of the information (documents) and use of electronic services, making payments, as well as interaction with the owner, operator, system participants and users.
In accordance with the provisions of the current Privacy Policy, the definition of data shall mean the following data that can be processed by means of information and digital technologies:
Your use of electronic services to be provided through "mygov" will be considered as your consent (expression of will) to the collection, use, processing and disclosure of your personal or other information related to the provision of the service in the manner and on the basis determined by current Privacy Policy.

2.1.1. Analytics Tags: Analytics Tags are used to analyse the effectiveness of the functionalities and features of “mygov” portal and user preferences relating to “mygov” in order to improve general user experience. The information collected through such analytics tags in combination with your Data (such as transaction history and demographic information) is used to understand more about the profile of the users.
2.1.2 Cookies: Cookies are small data files which are sent to your browser or device to store and track information about you when you use “mygov”. Cookies are also used to improve and maintain the functionality of “mygov”, and to track information such as the number of users of “mygov”, their frequency of use, the profile of the users and other similar information relating to the use of “mygov”. While these cookies can tell us when you use “mygov”, they cannot read data off your hard disk. Not all cookies collect personal data and you may configure your preferences and settings to reject the use of cookies. These cookies are used to test the functionality of mygov and to collect anonymous web usage data to improve mygov services. Declining cookies may affect some features on mygov.
2.1.3. Server logs: Server logs are files and records of activity created by the device that you use “mygov” from. For example, a web server log may record a history of page requests whereas other logs may record errors, access attempts or other information about your device, such as your IP address or your Device's cookie settings. Agency may collect and retain such server logs for administrative, security and troubleshooting purposes.
2.1.4.. Device information: Agency may collect the information relating to your device such as its model, type, operating system, other technical attributes and any permissions granted for functionalities such as geolocation, camera, audio and video permissions).
3.1. Collected data may be used and processed by the Agency for any, some or all of the following purposes:
3.2. To help and facilitate your use of the "mygov" portal, including registering your electronic cabinet, to facilitate your access to your electronic cabinet and the use of "mygov" functionalities (including to ensure your access to the portal under the "Unified Login System");
3.3. To provide quick response to any queries, feedback or complaints addressed by you as a user or on your behalf;
3.4. To track your use of the mygov portal and prepare anonymized statistics about it in order to understand user behavior, trends and preferences as part of improving the mygov portal;
3.5. For the purpose of storing or creating backup copies of your data as required by law;
3.6. Depending on the functionality of your device and the functionality of the mygov Portal, to communicate with you about your mygov electronic cabinet by e-mail, SMS, pop-up, push notifications or other forms of communication that we may provide from time to time;
3.7. To contact you or to contact you in order to facilitate the execution of market research, surveys and promotional activities conducted by government agencies (including entities included in their structure or subordinate entities that are not included in their structure);
3.8. To provide location-based services using geolocation data and to enable audio and video functionalities for a better service experience. Your explicit consent will be requested whenever such permissions are required in connection with the features of the Portal.
4.1. Information provided by you as a user or collected on the above grounds as part of the provision of mygov or its features or functions may be shared, transferred or disclosed by the Agency to any of the third parties listed below, unless prohibited by law:
4.1.1. with state institutions (institutions in their structure or subordinate institutions not included in their structure) within the framework of the legal basis established by law in order to ensure the integration and reconciliation of existing or newly created information systems and resources for the purpose of providing electronic services;
4.1.2. in the case of information required to be disclosed as a result of a court decision in accordance with the requirements of the legislation, to third parties based on a legally binding decision of the court or in another manner determined by law;
4.1.3. for the purposes of ensuring investigative activity by state institutions (especially law enforcement agencies) and courts, judicial investigation, investigation of criminal cases, protection of public order and national security;
5.1. When using the mygov portal, when it is required to provide information about third parties, this information is collected considering the conditions and rules mentioned below. Before you disclose this type of third-party information to mygov:

6.2. Through the "mygov" notifications functionality, notifications from the information systems and resources of government agencies integrated into the portal are also presented.
By using the digital technologies provided by "mygov", electronic cabinet and collects your personal data as a data owner during the survey of citizen data within the scope of the services provided by business entities providing services in the field of tourism, banking, post, insurance, and finance under the Digital Consent System and By having the possibility to manage processing consents:
Your "mygov" electronic cabinet is formed on the basis of information called from state information systems and reserves through "EHIS". Except for the information entered by you, changes to other information can be made only in cases established by law and by the relevant institutions. If there is a lack or change in the data, you can contact the owner of the relevant information system and reserve through "mygov" ("feedback" windows).
This Privacy Policy may from time to time be subject to certain amendments. Any new permissions requested, such as geolocation, audio, or video access, will require separate and explicit consent from users, and such requirements will be highlighted in any future updates. We will notify you of any changes by posting the new Privacy Policy on this page and updating the “Last updated date” at the top of this Policy.
